OpenAI: MCP vendor profile
OpenAI's developer docs, formerly the Apps SDK, cover plugins that bundle MCP servers, skills and optional UI for ChatGPT and Codex, and a public directory that reviews remote MCP servers before listing, as documented by the vendor. OpenAI's auth guide expects authenticated plugin MCP servers to implement OAuth 2.1 conforming to the MCP authorization spec at revision 2025-11-25 (developers.openai.com).

What it does for this layer
OpenAI says supported clients use Client ID Metadata Documents, dynamic client registration, predefined OAuth clients and PKCE (developers.openai.com). OpenAI lists the MCP authorization requirements as hosting protected resource metadata, publishing OAuth metadata from the authorization server and echoing the resource parameter (developers.openai.com). Remote MCP servers are submitted through "With MCP" using a stable, public HTTPS endpoint; local or desktop-only servers have a separate path (developers.openai.com).
Publishing a plugin under a person or company name requires individual or business verification in the OpenAI organization settings (developers.openai.com). After first publication, changes to the MCP server are picked up automatically and go live once they pass automated checks; metadata and skill changes still need resubmission (developers.openai.com). OpenAI's review page for remote MCP servers covers organization verification, management permissions, server requirements, review snapshots and version maintenance (developers.openai.com).
developers.openai.com/apps-sdk opened a Plugins index on 5 Nov 2026 that describes plugins built "with skills, MCP servers, and optional UI" (developers.openai.com).

What it does not do
- OpenAI does not host the developer's MCP server; submissions point at the developer's own HTTPS endpoint.
- The directory does not list a plugin before review and verification.
