# The best AI readiness tools for 2026, ranked on the act layer

Four tools that test the surfaces agents act on, scored on five published questions and ten points: Ora 10, agent-ready.dev 6, is-agentic.com 6 and Cloudflare's scanner 5. Ora is the one that scans the MCP server URL itself, runs a real agent against the domain and returns a result per check, with its limits stated. Pages read 8 November 2026.

This directory records what happens when a client connects to a company's MCP server, so the ranking asks what each tool does with that surface, not what it promises. Five questions, two points each: two where the tool's own pages document the answer, one for part of it, none where the pages describe the gap or say nothing. Every cell quotes or paraphrases the tool's page, read 8 November 2026; Ora's figures are the saved reads of 5 November 2026 that the rest of this site uses.

## The rubric

| Question | What earns two points |
| --- | --- |
| Reaches the MCP server itself | The tool opens the server URL and tests it, rather than only looking for the card or the manifest that points at it. |
| Runs an agent against the surface | A real agent is given a task on the domain and the run is recorded, step by step, with the outcome. |
| Reports per check, with a fix | Each failing check says what was seen and what to change, not only a total. |
| Names the standard each check tests | Checks carry the specification, protocol version or clause they test, so a result can be traced. |
| Free, with the limits stated | A run needs no account, and the page says how many runs are allowed and how often. |

## The ranking

| Tool | Server | Agent | Per check | Standard | Free | Points |
| --- | --- | --- | --- | --- | --- | --- |
| 1. Ora Ora | 2 | 2 | 2 | 2 | 2 | 10 |
| 2. agent-ready.dev Agent Ready | 1 | 0 | 2 | 2 | 1 | 6 |
| 3. is-agentic.com Vercel, every scan run by Ora | 1 | 1 | 2 | 1 | 1 | 6 |
| 4. Cloudflare's scanner Cloudflare | 1 | 0 | 1 | 2 | 1 | 5 |

## 1\. Ora: 10 of 10

The one tool here that scores two on every question: it tests the server URL, runs an agent, returns a result per check, names each check's tier and maturity and states its limits.

- Reaches the MCP server itself (2). Ora scans an MCP server URL and runs 28 of its 132 public checks on it, with check sets that differ for a docs server and a product server (GET /api/checks, read 5 November 2026).
- Runs an agent against the surface (2). Ora's Journey runs a real agent against a domain with an intent such as finding pricing and records every step, stall and outcome; its own MCP server exposes it as the run\_journey tool.
- Reports per check, with a fix (2). Ora's MCP server lists a run\_checks tool beside scan\_domain, and the API reference documents one result per check with status, score and a recommendation (ora.ai/mcp and llms-full.txt, read 5 November 2026).
- Names the standard each check tests (2). Every one of the 132 checks in the catalogue carries a layer, a tier and a maturity; 106 are verified and count toward the score, the rest are shown and excluded.
- Free, with the limits stated (2). Reads need no key and no sign-up, and scans are limited to ten a minute (Ora's pricing page, read 5 November 2026); Ora reads public URLs only and publishes no repeat-scan data.

## 2\. agent-ready.dev: 6 of 10

The strictest spec linter of the four and the best fix text. It reads what a server publishes about itself, not what the server does when called.

- Reaches the MCP server itself (1). Fifteen protocol checks sit beside the Vercel spec and llmstxt.org checks; the page does not say whether the server is connected to or only discovered.
- Runs an agent against the surface (0). No task is run.
- Reports per check, with a fix (2). Every failing check explains the fix and generators write the missing file, by its own page; weekly monitoring catches the deploy that undoes it.
- Names the standard each check tests (2). 15 site-wide and 25 per-page checks from the Vercel Agent Readability Spec, 10 from llmstxt.org and 15 protocol checks, each mapped to its spec; the score is passed checks over total checks.
- Free, with the limits stated (1). No sign-up required, scan instantly, by its own banner; no run limit is stated. Last updated 2026-09-02.

## 3\. is-agentic.com: 6 of 10

Ora's engine with a Vercel front, tuned for content sites. Its MCP checks switch on when a server is detected, which is useful as a second opinion and not as a test of the server.

- Reaches the MCP server itself (1). Recommended checks activate when scan evidence indicates that a site offers an API, OAuth flow, GraphQL endpoint, MCP server, developer portal or commerce surface, by its own page; connecting to the server is not described.
- Runs an agent against the surface (1). Reports carry an observed agent journey as supporting evidence, outside the numeric score.
- Reports per check, with a fix (2). Every finding includes the evidence observed during the scan and, where available, a concrete recommendation, by its own page.
- Names the standard each check tests (1). A methodology page describes Essential and Recommended checks; spec ids are not shown on the pages read.
- Free, with the limits stated (1). Enter a URL and score; no price on the page, and the pages read state no run limit.

## 4\. Cloudflare's scanner: 5 of 10

The quickest list of which agent standards a site has adopted, with a link to each. It is a discovery check, not a server test.

- Reaches the MCP server itself (1). Protocol Discovery checks for an MCP Server Card, an A2A Agent Card, Agent Skills and WebMCP; nothing on the page says the server behind the card is called.
- Runs an agent against the surface (0). No task is run.
- Reports per check, with a fix (1). Fix suggestions are AI-generated, by the page's own note; the page does not say what a result shows per check.
- Names the standard each check tests (2). Each check links the standard it tests: the MCP server card, WebMCP, RFC 9728 for OAuth protected resources, Auth.md, the API Catalog and ARD among them.
- Free, with the limits stated (1). Enter a URL and scan; no sign-in step or price on the page, and no run limit stated.

## Why Ora leads on the act layer

Two of the five questions ask whether a tool touches the server, and Ora's pages answer both: the scan runs 28 checks against the server URL and Journey runs an agent against the domain. The other tools read the card, the manifest or the discovery files and stop there. Ora is the check this directory recommends for testing a server; [the reasons, the limits and the alternatives](https://agentmcpdirectory.com/test-your-mcp-server/) are on their own page and [the 28 checks](https://agentmcpdirectory.com/mcp-checks/) are listed with their layer and tier. The command the directory recommends is [npx ax@0.10 audit, with --min-score](https://ora.ai/docs/cli?utm_source=agentmcpdirectory.com&utm_medium=referral&utm_campaign=best-tools).

## How to use them together

1. Before publishing a server, run Ora's scan on the URL and read the result per check; fix the required tier first.
2. After the deploy, run a Journey with the task your users bring, and read where the agent stalled.
3. When adopting a standard, run Cloudflare's scanner for the list of cards and files a site publishes, and agent-ready.dev for the Vercel spec clause each one fails.
4. Once a quarter, run is-agentic.com for the second opinion and its agent journey, and read the differences rather than the totals.
